It will APPEAR correct, but it will be playing with the incorrect timing. Enter the notes, then select the triplet marker for the two dotted quarter notes, select the endpoints and drag them out over the quarter note and eighth rest. Do the quarter-note triplet, then a quarter note, a half-note triplet, and leave the eighth rest. Go into the measure properties and change the actual duration to 9/8. If you don't need playback to be accurate, I can see a way to make it appear like it does in the PDF. This'd be pretty doable, if Musescore let us make triplets from dotted intervals, but.
